The Committee on the Rights of Persons with Disabilities (CRPD)
The Committee on the Rights of Persons with Disabilities (CRPD) is the body of 18 independent experts which monitors implementation of the Convention by the States Parties.
The members of the Committee serve in their individual capacity, not as government representatives. They are elected from a list of persons nominated by the States at the Conference of the State Parties for a four year term with a possibility of being re-elected once (cf. Article 34 of the Convention).
All States parties are obliged to submit regular reports to the Committee on how the rights are being implemented. States must report initially within two years of accepting the Convention and thereafter every four years. The Committee examines each report and shall make such suggestions and general recommendations on the report as it may consider appropriate and shall forward these to the State Party concerned.
The Optional Protocol to the Convention gives the Committee competence to examine individual complaints with regard to alleged violations of the Convention by States parties to the Protocol.
The Committee shall meet in Geneva and normally hold two sessions per year.
How does CRPD work?
All States parties have to submit regular reports to the Committee on how the rights enshrined in the Convention are being implemented. States must report initially within two years of ratifying the Convention and, thereafter, every four years. The Committee examines each report and makes suggestions and general recommendations on the report. It forwards these recommendations, in the form of concluding observations, to the State Party concerned.
The Committee normally meets in Geneva and holds two sessions per year.
What is the Optional Protocol to the Convention?
The Optional Protocol (GA resolution A/RES/61/106) which entered into force at the same time as the Convention, establishes two additional mandates for the Committee:

The receipt and examination of individual complaints (please refer to the "Petitions" section on the right-hand side of the CRPD webpage).

The undertaking of inquiries in the case of reliable evidence of grave and systematic violations of the Convention

Reporting to the Committee
Simplified reporting procedure
In September 2013, during its 10th session, the Committee on the Rights of Persons with Disabilities adopted a simplified reporting procedure, for periodic reports which are due in 2014 and beyond. According to this procedure, the Committee prepares and adopts lists of issues to be transmitted to States parties, the replies of the State party to this list of issues are deemed to constitute the State party’s report. This procedure aims to facilitate the States parties reporting process; strengthen the States parties capacity to fulfil their obligations in a timely and effective manner; provide the Committee with more targeted periodic reports; improve the effectiveness of the treaty monitoring system by reducing the need to request supplementary information before considering a report; and to allow the Committee to plan in advance its work.
